Easy (to see) - seasonal. ~2.5-3 hours by car from Fresno (FAT); a rental is easiest. The Lower Fall is a short paved loop from the valley floor. Only a park entry fee, but a timed reservation may be required in peak season. Come April-June for peak flow - it can vanish by August. Great as part of a multi-day Yosemite trip.
